OODA Loop – Russia’s Long Game, Lessons of Leadership and Lessons of Failure

In February 2021, Matt Devost spoke with Rob Richer, a highly regarded adviser to international leaders and world government leaders, including several heads of state. Rob has a knowledgeable perspective on international risks and opportunities and an ability to analyze and distill insights in a meaningful way for your decision-making process. Rob Richer retired in November 2005 from the Central Intelligence Agency as Associate Assistant Director of Operations (ADDO). Prior to his assignment as ADDO in 2004, Richer was the head of the Near East and South Asia division, responsible for clandestine service operations throughout the Middle East and South Asia.

Mr. Richer has received numerous awards and honors from several foreign governments. Additionally, during his career with the Agency, he received honors and awards, including the Intelligence Medal of Honor in 1993 and 1996; the Director’s Award in 2004. In March 2006, Mr. Richer received the Distinguished Career Intelligence Medal.

We continue our efforts to highlight certain patterns and themes found in the OODAcast library of over 80 conversations with leaders and decision makers, on topics such as leadership, empowering a team, finding the right people, clear decision-making while operating in an information environment, the qualities and best practices of a true leader, the future of intelligence, the future of cyber threats and cyber espionage, and strategic action.

In light of conditions in Europe, this part of their initial OODAcast conversation is timely and includes a discussion of Richer’s time as the CIA’s head of Russian operations, his views on US-Russian relations (particularly the role of cyber), leadership, the role of failure and decision-making.
